The New Vehicle Misuse Report

A new report is being added to ELVIS-Police Forms to help forces act more effectively with information provided by members of the public relating to the misuse of vehicles. The Database Of Offending Motorists (DOOM) is being developed with Merseyside Police.
At present information regarding the misuse of vehicles comes via many channels, phone calls, PCSOs or someone popping into the station. Reports can be related to various incidents, ranging from a person regularly using their vehicle after drinking at the pub, or simply a car with a broken headlight. Unfortunately, much of this information is not acted upon simply because processes are not in place, the control room could not dispatch a car, a PCSO did not have the powers to act....
ELVIS's new Vehicle Misuse Report gives a force a single channel to record these types of incidents with simple but effective mechanisms for tracking follow-up actions.
There is only so much that can be done with unsubstantiated information, and yet we know from experience that by letting the potentially offending person know that they were notified to the police, we are deterring them from repeat offending.
A good example of how the Vehicle Misuse Report can help is as follows..
"Little Johnny is often allowed to borrow his dad's powerful saloon at the weekend as, when Johnny drives, his dad has always observed he is a careful and cautious driver. At the weekend Johnny is with his mates and shows off pulling doughnuts and wheel spinning off from lights, driving too fast; an accident waiting to happen. A concerned member of the public makes a note of the vehicle registration and makes a call to the police. With no-one available to deal with it at the time, the Police start a vehicle misuse report and send a letter to the registered keeper. Johnny's dad receives the letter, crucifies Johnny, and Johnny is not allowed to use the car anymore!"
